The link between virtual reality and all-too-real capital intensive reality.

Other than bribes/corruption (based partly on politicians needing election in democratic system) you have that sacred tenent of copitalism, property rights, holdover from the British--holding things back.

The need is great--perhaps too great. The land that treats only 13% of its sewage was an "opportunity." All this after the Enron debacle in Indian power. A dangerous game making China "generic."
