A former professor of the U.S. Army's War College prepared an official report on the relief effort for Katrina.

Note that NONE of the results are from "mainstream" U.S. press sources. 17 total hits as of post time, and not one from the Washington Post, NY Times, Houston Chronicle, etc. This story is "spiked" in the U.S., again showing the value of wide reading in turning sheeple into people, and the value of mass media in turning people into sheeple. This despite the story being distributed by Reuters and UPI!

Reasons given for poor relief efforts include:
* failure to plan and train properly
* shortage of manpower because the bulk of LA and MS national guard units are in Iraq
* corruption in local government diverting funding from levees

Earlier stories that did make the "mainstream" U.S. media questioned the total funding for the levees and how much of it was diverted to Iraq. These stories have also been "spiked" now and will probably not be seen again.
