The cost equation began to turn with $100 oil and chinese bottlenecks. The shift is deeper however and driven to a large extent by what china is not. Combine this with with the "restructuring" after their debt crisis of '94 (which can teach us a few puntas about restructuring the american dream) and the great trading move by PEMEX to hedge it's '09 production at $100 plus.
