Considering that the GDP of Afghanistan is only $22 billion in PPP terms ($12 billion in the official exchange rate), I have a money-saving proposition for the U.S. government.
Put the Afghans on the PAYROLL. Heck, you could pay them 2-3 times what they're making now and still save a boatload of moolah from what we're spending today!
