Similar to what China is going to do with their reserve fund over the next five to ten years. However, most of the allocation is still going to be local in nature:

Offset to GM.

The '98 induced conservatism is cycling out in Asia. Singapore is now the role model. I suspect part of this new wave of investment will be a new wave of cronyism back home raising the question: will govts really be able to act in thier own (objective) self-interests?

Infrastructure and health insurance may provide a better return over time. One trillion potential annual excess in China; twice that in Japan....raises some interesting questions.
